From City of Garden Grove: 13052 Nelson Street is zoned GGMU-2 (garden Grove Boulevard Mixed Use 2). This zoning allows for a residential and commercial uses, and any combination thereof. You can find the list of permitted uses in Garden Grove Municipal Code Section 9.18.020.030. For all development standards, including setbacks/separations, maximum height, parking, and so on, please refer to Municipal Code Sections: 9.18.090.020, 9.18.100, 9.18.110, and 9.18.140. For a lot that size, you would be allowed up to two (2) dwelling units on the property. Because the Municipal Code does not allow for new single family to built on the property, the minimum number of units permitted is also two (2). In a word, yes, if you are looking to do standalone residential, only two (2) units may be constructed. You could, however, mixed use and commercial developments are also permissible. The only exceptions to the Code requirements would have to receive a variance.
